Premier David Eby has appointed a new cabinet that is ready to listen to British Columbians and deliver on the core challenges people are facing – a team that combines years of experience and fresh perspectives from outside of government.
The new cabinet’s top priorities will be bringing down costs for families, strengthening health care, making communities safer and growing the economy so everyone feels the benefits. Foundational to this work is a commitment to build partnerships with Indigenous communities and take action on climate change, both key to building a more prosperous B.C. for future generations.
Transportation, safety and housing top priorities for Surrey residents in 2025 budget consultation
Transportation infrastructure, public safety and housing were the top priorities for Surrey residents during the 2025 budget consultation process. For the second year in a row, open houses were held in each of the city’s town centres, seeking feedback on budget priorities and preferred funding options for the financial plan. The combined open houses and online surveys generated over 3,300 in-person visits and responses. New this year, a full Punjabi survey option was offered as an option in line with the City’s new Multilingual Communications Policy. Of note, budget engagement saw an 8% increase in the percentage of participants who speak languages other than English
Engagement findings revealed that respondents’ top priorities for the upcoming budget include:
Transportation infrastructure;
Public safety and emergency services;
Preventing and responding to homelessness; and
Housing supply and affordability
Over 100,000 community members were informed about the budget process and engagement opportunities through a multi-channel communications campaign, including digital ads, an interactive engagement webpage, print and digital displays throughout the city at facilities and on the street. Engagement opportunities included an online survey offered in English and Punjabi, as well as six in-person open houses at each of Surrey’s six town centres.
The next step is for City staff and Council to review the engagement results and to utilize input to guide the 2025 budget as it is developed over the next few months. It is anticipated that a draft budget will be presented to Council in early 2025.

Two people deceased in motor vehicle collision in Surrey
Surrey RCMP are investigating a motor vehicle collision that occurred overnight that has left two people deceased.
On November 18, 2024 at approximately 3:38 am, Surrey RCMP responded to a report of a vehicle rollover in the northbound lane of Highway 99 between 16 Avenue and 32 Avenue.
When police and Surrey Fire Service arrived on scene, the vehicle was fully engulfed. The driver and a passenger were located deceased inside the vehicle and police are working to identify the victims in this collision
The Surrey RCMP Criminal Collision Investigation Team (CCIT) has assumed conduct of this investigation and the Integrated Collision Analysis and Reconstruction Service (ICARS) is assisting. The investigation is in the early stages and investigators are working to identify all factors that led to this fatality.

2024 Civic Distinction Awards recognize outstanding community leaders
The City of Surrey presented the 2024 Civic Distinction Awards, at Surrey City Hall – the first in-person event for the awards since 2017. The City recognized 27 recipients including individuals, community groups, businesses, and projects that have made outstanding contributions to the City over the last four years.
“It is an honor to acknowledge the individuals and organizations that are leading the charge in making Surrey a more beautiful, vibrant, and inclusive city,” said Mayor Brenda Locke. “We are incredibly fortunate to have remarkable people who make such a difference in lifting up our community. Their efforts not only pave the way for progress but also inspire others to get involved, fostering a sense of unity and shared purpose among us all. Congratulations to all the recipients and thank you for your dedication and leadership.”
Nominations were received in award categories including Arts & Heritage, Beautification & Enhancement, Design, Environment, Heart, and Sport Tourism. This year’s Mayor’s Choice Awards were focused on Celebrating Diversity and Building Community. Award recipients were recommended by selection committees specific to each category and endorsed by Mayor and Council.
The Civic Distinction Awards are given out every four years and are part of Surrey’s ongoing commitment to programs and initiatives that support the City’s vibrant communities, promote modern urban development, protect and enhance the environment, support community engagement, encourage tourism, and celebrate culture and heritage.
The event was sponsored by Global BC and hosted by Global BC personality Mark Madryga, and featured entertainment from local performers in the Surrey City Orchestra.

Bright Walk in White Rock returns on December 7 at Memorial Park
White Rock is thrilled to announce the fourth annual Bright Walk in White Rock, a festive community light-up event, set for Saturday December 7, from 4 p.m. to 8 p.m. at Memorial Park. This free, family-friendly event will kick off a month-long winter light display with over 50,000 twinkling lights.
The event’s main stage will feature live performances from the Whoville Choir joined by a mischievous Grinch, a whimsical performance by the Snow Sisters, and a Michael Bublé Christmas tribute. There will also be food carts along the promenade and a Christmas Market at the White Rock Museum and Archives, where more than 30 local vendors will sell hand-crafted items, making it easy to find unique holiday gifts.
Santa is even taking a break from preparations at the North Pole to be available for free photos.
The lighting of the 20 foot Christmas tree will take place @ 5 p.m.

The City of Surrey proudly hosted the annual Youth Speak Up Forum on Friday, November 8, bringing together young voices from across the city to discuss important current issues and share innovative ideas for community improvement. This year’s forum, held at Surrey City Hall, attracted approximately 200 participants for a full day of workshops and discussion.
The Youth Speak Up Forum serves as a platform for youth aged 13 to 18 to engage in meaningful conversations, express their views, and collaborate on solutions to challenges faced in their communities. Participants were encouraged to share their perspectives on topics such as neighbourhood planning, climate change, inclusivity and accessibility.
Feedback from each workshop was collected by the Surrey Leadership Youth Council, who will compile the insights into a report that will be presented to Council in 2025.
The forum aims to give youth a voice on community issues and helps foster confidence and encourages civic engagement among youth.
Police continue to search for a missing 18-year-old boy who was last seen over two weeks ago.
18-year-old Joseph Maku was last seen on Tuesday, October 22nd in the 9600 block of 130 Street in Surrey.
To help with search efforts, Brenda Maku, Jospeh’s sister, has set up a Facebook group to help consolidate any updates and news that becomes available.
“Thank you everyone, again, for your continuous support as we continue to do anything and everything we can do to find my brother, Joseph Maku,” posted Brenda on Facebook.
He is described as an 18-year black male, who stands 6′5″ talls and weighs 200 lbs. He has black hair and brown eyes. He was last seen wearing a black hoodie, black North Delta Huskies basketball shorts, and black and white basketball shoes.

Police looking for witnesses and dashcam footage after a fatal hit and run
.......on 176 Street and 26 Avenue in Surrey
On November 7, 2024, at 5:30 p.m., Surrey RCMP responded to a report of a vehicle collision involving a pedestrian. Police officers, Paramedics and Surrey Fire Service attended the scene and located one male deceased. Anyone that might have dashcam images from 4:40 - 5:20 is asked to please contact the Surrey RCMP (see below)
The Surrey RCMP Criminal Collision Investigation Team is investigating the fatal hit and run. Officers believe a 66-year-old male pedestrian was struck by a vehicle that was driving southbound on 176th Street in the area of 26th Avenue. The suspect vehicle did not remain on scene.
Police are seeking anyone who witnessed the collision to contact police. They are also looking for anyone driving in that area around the time of the collision who had a dashcam.

Surrey Approves
Surrey council last evening approved licenses for 12 cannabis stores within Surrey to be operated by 8 different companies.
In South Surrey the store will be located on Croydon Drive by LIGHTBOX ENTERPRISES under the name BURB CANNABIS. Other locations will be Newton, Guildford, Fleetwood and Whalley Centre.
The Semiahmoo First Nation says it lives with a stark, daily reminder of the need to fix problems with Metro Vancouver’s sewer systems.
Semiahmoo Chief Harley Chappell said a lot of the contamination problems come from agricultural run-off that seeps into the Campbell River as it wends its way across Surrey and flows into the bay.
But problems are also related to storm sewers cross-connected with Metro’s sanitary sewers, either historically, illegally or inadvertently.
If you live near the Peace Arch Hospital and your power went out on Monday, here is the reason why.
It appears that a barbeque cover or a patio chair cover was blown off one of the upper decks at the Altus condo building. It flew through the air into the BC Hydro power station next door.
It landed on the top of a piece of electrical equipment, shorting it out and immediately catching fire.
BC Hydro crews were able to get the power back on soon afterwards but still had a charred mess to clean up.

Dozens of families took the White Rock Fire & Rescue crew up on their offer to help dispose of their pumpkins at THE PUMPKIN SMASH which has now quickly become an annual tradition.
Yesterday in the back lot of the fire hall everyone gathered to watch children toss their pumpkins from the tower in the back of the hall.
A raffle took place which raised hundreds of dollars to aid the great work the Fire and Rescue crew do in our community.

Joint patrols successful in Halloween and Diwali response - Surrey RCMP & Bylaw Enforcement
Halloween night Surrey RCMP had additional frontline officers working enhanced patrols in addition to working jointly with the Bylaw Enforcement Team who also had additional resources working throughout the evening.
Between 4:00 pm on October 31st and 4:00 am on November 1st, Surrey RCMP received 340 total calls for service which included 39 calls related to fireworks use.
Thankfully there were no notable or significant events through the evening. The overall theme was fireworks, with reports of disturbances, mischief, disputes, abandoned 911 calls and suspicious occurrences making up a large portion of the remaining calls for service.
Earlier this month, Surrey City Council increased fines related to the sale and use of fireworks. Halloween and Diwali often see a rise in unauthorized fireworks, which can cause injuries, property damage, and distress to animals. To discourage illegal fireworks use, new penalties have been introduced:
Fireworks Bylaw: Minimum $400 fine, maximum $50,000 fine.
Municipal Ticket Information (MTI): Maximum $1,000 fine.
Bylaw Enforcement Notice (BEN): Maximum $450 fine.
Surrey launching $29.5M road widening program in Campbell Heights
...16th Avenue to be Increased to 4 Lanes
During the Regular Council Meeting on Monday, Surrey City Council will consider the first contract as part of a larger $29.5M investment for the Campbell Heights Road Improvements program. Council will vote Monday on the first $1.2M contract for Aplin & Martin Consultants Ltd. The project scope includes arterial four-lane widenings on significant roads such as 16 Avenue, 192 Street, and 24 Avenue, alongside collector road upgrades on 28 Avenue. This work is part of a comprehensive initiative to modernize the transport landscape, accommodating the community's growth and increasing traffic needs.
“Through this project, we are taking a decisive step forward in enhancing transportation infrastructure in the rapidly developing Campbell Heights industrial area,” said Mayor Brenda Locke. “With Surrey having more available industrial land than anywhere else in the region, it is crucial that we invest in the necessary infrastructure to support this growth. We are committed to investing in transportation systems that not only encourage economic expansion but also enhance the quality of life for our residents. By prioritizing these improvements, we are ensuring that Campbell Heights remains a competitive and attractive destination for businesses, ultimately benefiting the entire community.”
The roadwork includes widening the road corridors to include additional travel lanes, improved traffic movements at intersections, and integrated cycling-walking facilities. The consultant agreement for this first contract includes detailed design services along with construction administration and inspection services required during construction of this project, subject to Council approval of a construction contract award in the future.
In line with responsibly managing the city’s natural resources, the city is also actively working to minimize the impact on existing trees while implementing the necessary road expansions. The design process will focus on narrowing road corridors to limit tree removal as much as possible.
The completion of the initial design work is anticipated by Spring 2025, with the phased construction expected to commence in Summer 2025 and finalize by the end of 2026. This timeline is designed to efficiently address the ongoing infrastructure needs while minimizing disruption to the community.
Funding for this contract is available in the 2024 Transportation Budget.

RCMP Clampdown On South Surrey Crescent Beach Break Ins
Surrey RCMP is advising the public of a series of break and enters into single-family residences that have occurred in the areas of Panorama Ridge, South Surrey and Crescent Beach.
The Surrey RCMP Property Crime Target Team has conduct of this investigation and officers believe these events to be linked to residential break and enters in other jurisdictions in the Lower Mainland.
The suspects allegedly work in a team of three; targeting large-scale homes between 5:00 pm and 9:00 pm when the homes are unoccupied. The method of entry has primarily been to break the glass on the patio door. Once inside, the thieves mainly steal high-value items including jewelery such as rings and watches, as well as cash, and purses.
Investigators believe the thieves are surveilling properties before they strike; therefore, we encourage residents to keep their homes secure, look out for each other as neighbours and call police to report any suspicious activity or suspicious individuals, says Sergeant Tammy Lobb, Media Relations Officer with Surrey RCMP.
The suspects are described as follows:
Suspect 1: Heavy built male, 6’3 tall, wearing a hoody, dark colored sweat pants and a balaclava.
Suspect 2: Muscular built male, 6’0 tall, wearing a hoody, dark colored sweat pants and a balaclava.
Suspect 3: Slender built male, 5’8 tall, wearing a hoody, dark colored sweat pants and a balaclava.
All three suspects tighten their hood strings around their balaclavas to conceal their facial features.
Surrey RCMP held a block watch meeting this week to educate residents on home security and when to call police and another meeting will be planned soon, said Sgt. Lobb. Residents may see an increased police presence in these neighbourhoods as Surrey RCMP conducts additional patrols.

Stayte Road Drug Bust
Surrey RCMP Drug Unit executed search warrants at two Surrey homes to disrupt the drug supply for a street level drug trafficking network.
On October 17, 2024, Surrey RCMP Drug Unit with the assistance of Emergency Response Team (ERT) and Surrey RCMP Gang Enforcement Team (SGET), executed two search warrants. One in the 16000-block of 16 Avenue and second in the 13600-block of 100 Avenue. The following was seized during the search:
4 oz - suspected Fentanyl;
2.5 oz - suspected Cocaine;
1.5 oz - suspected Methamphetamine;
$5,585.00 cash
2 x Cellphone
The investigation remains ongoing for the forensic examination and lab analysis of the seized items. A report to Public Prosecution Service of Canada will be drafted and charges recommended for the suspects involved.

Any amount of information could be crucial to police to identify the suspects and obtain evidence that would bring them to court. BC NDP officially wins 2024 B.C. election with majority gov’t
In a provincial election unlike any other, the New Democratic Party of British Columbia has officially won a majority government Monday evening.
According to Elections BC, David Eby led the party to win 47 seats.
On Monday, a final count of absentee ballots and mail-in ballots in the Surrey-Guildford and Kelowna Centre ridings brought a conclusive end to the election.
Four 1/2 Years Later - Trial Begins
Back in April 2019 a Porsche mini van driven by GURBINDER SINGH of Edmunds Washington travelling north slammed into a mini van in the line up to enter Canada at the Peace Arch border crossing. SINGH appears in Surrey courts today to begin his trial for dangerous driving. SINGH has remained out on bail and residing at his home in Washington.
Witnesses stated the Porsche Suv was travelling at a very high rate of speed when it crashed into the mini van driven by Richmond pastor TOM CHEUNG.
CHEUNG died at the scene of the crash.

65,000 absentee ballots to be counted before B.C. has election results
The final count will conclude Monday, Oct. 28, but before then, Elections BC says at least three recounts are required. In the Surrey City Centre (SRC) riding, BC NDP candidate Amna Shah leads with 95 votes over BC Conservatives candidate Zeeshan Wahla.
Elections BC has stated based on the number of ballots to count, we estimate that the SRC will be complete by the end of the day on October 27.
Four more recounts were requested by candidates, including by BC NDP MLA Gary Begg in Surrey-Guildford, who appears to have lost by a difference of 102 votes. But Elections BC says those requests didn’t meet the requirements and were rejected.

I'm Not A Criminal!
Yesterday morning around 10 a.m. a Surrey RCMP office travelling along North Buff Road in the vicinity of 140th street, observed a car being driven erratically. The officer pulled the vehicle over in front of Home Hardware. Very soon the routine traffic stop turned into a fist fight on the street between the officer and the driver of the vehicle. As the suspect was loaded into the police cruiser witnesses sated he kept yelling "I'm Not a criminal"
The emergency call went out and no less than 10 RCMP vehicles roared to the officer's assistance. the driver of the vehicle was take to hospital for a quick observation before heading to the lockup.
Missing person to locate: Joseph CEDAR
Surrey RCMP is requesting public assistance in locating 76-year-old Joseph CEDAR, who was reported missing on October 25, 2024 at approximately 530pm. He was last seen in the 1700-block of 140 Street, Surrey.
Police and family are concerned for Joseph’s wellbeing and may appear disorientated, he has never gone missing before. He is described as a 76-year white male, 5'8″, 180 lbs, with white/grey balding hair, white facial hair and brown eyes. He was wearing a grey jacket, grey sweat pants, black baseball hat and prescription glasses.

Surrey Council Approve ash scattering pier on Fraser River
At Monday's Regular Council Meeting, Surrey City Council approved providing a pier for the scattering of ashes on the Fraser River. While the City of Surrey offers a “scattering garden” at Sunnyside Lawn Cemetery, many groups find that scattering ashes in water fosters a deeper sense of connection. This practice not only brings peace and closure but also symbolizes the individual's return to nature.
In 2021, staff began exploring the option of building a pier for ash scattering at Brownsville Bar Park. While a preliminary assessment was initiated, no formal direction was provided by Council and no budget was allocated for this project.
If Surrey City Council endorses the initiative, staff will further explore approvals and funding requirements to move this initiative forward, with an estimated construction cost ranging from $2.5 million to $3.8 million. If the initiative moves forward, a report outlining next steps will be presented to Council in 2025 for final approval.

Dangerous Décor: Ensure that combustible Halloween decorations such as paper, cornstalks, and dried flowers are kept well away from sources of heat, including light bulbs, candles, and heaters.
Smoke Alarms: This is a great time to make sure your smoke alarms are functional and up to date. More information can be found at surrey.ca/HomeSafe.
Exits: Exits are not an appropriate place for decorations. When decorating, ensure that nothing is blocking any escape routes.
Power Problems: Check indoor and outdoor decorative lights for broken or cracked sockets, frayed or bare wire, or loose connections. Do not use damaged lights or overload extension cords.
Costume Considerations: When selecting this year’s Halloween costume, pick brightly coloured costumes that can be clearly seen by motorists and do not choose costumes with long flowing skirts, capes, or baggy sleeves as they can be hazardous around ignition sources.
Light the way: Make sure everyone in the Halloween trick-or-treating party has a flashlight. This will help make children more visible to motorists and others. When is doubt, stay in well-lit areas and only visit homes with their lights turned on.

- Warming Centre will reopen for operation during the daytime winter months. The centre will once again be located in Centennial Park parking lot next to the tennis courts. Councillors Trevelyan and Chesney along with mayor Knight voted in the negative.

Surrey council increases fireworks fines ahead of Halloween and Diwali
During the Regular Council Meeting last Monday, Surrey City Council voted to approve significant increases to fines related to the sale and use of fireworks ahead of Halloween and Diwali celebrations.
In Surrey, the discharge of fireworks require federal certification and permits from the Surrey Fire Service.
“The increased penalties will help prevent reckless actions and encourage everyone to follow the law,” said Joey Jatinder Singh Brar, General Manager, Corporate Services. “These changes also give bylaw officers and police the tools they need to better manage firework risks. We are reminding all residents that only those with the right permits should use fireworks, and those who break the rules will face significant fines."
Under the current regulations, fines for fireworks violations have been relatively low, with maximums reaching $500. To address this, the City is proposing substantial amendments to the Fireworks Bylaw, Bylaw Enforcement Notice (BEN) Bylaw, and Municipal Ticket Information (MTI) Bylaw. Key changes include:
· Increasing the minimum penalty for fireworks violations from $100 to $400 and the maximum penalty from $5,000 to $50,000.
· Raising the maximum MTI fine for violations of the Fireworks Bylaw to $1,000, which will facilitate more rigorous enforcement.
· Increased penalties under the BEN Bylaw to ensure better compliance and community safety.

Salmon Spawning Locally
The Little Campbell Fish Hatchery was busy over the weekend with the big rain bringing the spawning salmon up the river. Volunteers are manning the fish fence, counting the salmon and selecting some for hatchery breeding.
The Semiahmoo Fish & Game Club barely survived the atmospheric river on the weekend. The water on Sunday morning was at the edge of the Little Campbell hatchery parking lot.
The fish fence and the counting shack deck were completely submerged. The little Campbell river covered the walking trails on both sides with a new log jam formed. Adding to the problems, several large trees had fallen across the riverside trails. Volunteer crews are working hard to fix all the damage.
The fish fence remains open at this time due to debris in the river and the danger from the fast moving water.
The increasing flood risk is why a new salmon hatchery is going to be built on high ground.

The BC Sports Hall of Fame is thrilled to share the news that legendary broadcaster and White Rock resident Jim Hughson has been selected for induction in 2025 in the Media category.
Christine Sinclair, Ray Ferraro and the 2000 BC Lions are among the other inductees.
Residing in White Rock, he is one of hockey’s most recognizable play-by-play voices. Over 40+ years in broadcast booths across North America providing the play-by-play soundtrack for some of the biggest moments in recent hockey history. Worked sixteen years as a play-by-play broadcaster on Hockey Night in Canada (2005-21), including the final 13 years as HNIC’s lead announcer calling every Stanley Cup Final in that time. Also called games at the 2006 and 2014 Winter Olympics, the 1991 World Junior Championships, and several NHL All-Star Games and Winter Classics. Earlier in his career served as TSN’s lead hockey and baseball play-by-play broadcaster, 1987-94, covering the NHL as well as Toronto Blue Jays and Montreal Expos games. Here is a picture of the A3 ( C/2023 A3 Tsuchinshan-ATLAS ) comet that is visible now.
The picture was taken at Kwomais Point Park on October 12 at about 7:45 pm with an IPhone and a 3 second exposure.
The comet should be visible for most of October. I could not see it with the naked eye but it was quite visible with a pair of binoculars. The picture may be helpful to show where in the sky to find it. The lights of Tsawwassen are just below and to the left of the comet.

More trouble for Local BC Conservative candidate
South Surrey White rock Conservative candidate BRENT CHAPMAN
A Surrey BC Conservative candidate is facing renewed pressure to drop out of the race after more offensive social media comments surfaced.
But in a statement posted to social media platform X (formerly Twitter), South Surrey candidate Brent Chapman says he has no plans to withdraw.
BNSF railway will be conducting vegetation control beginning next Monday October 14. The spraying of glysophate will be administered along the entire length of the rail line from the Peace Arch to the rail bridge in Crescent Beach.
BNSF will do everything in their power to ensure the toxic spray will not spread any further than the rocky rail bed along our waterfront. Those with breathing concerns should consider staying way from the waterfront during the spray period.

Local Conservative Candidate Under Fire

A BC Conservative candidate is facing criticism after an offensive online comment he made about Palestinians resurfaced.
Brent Chapman, the Conservative candidate for Surrey-South is facing criticism after an offensive online comment he made about Palestinians resurfaced., made a Facebook comment in 2015 describing Palestinians as “little inbred walking talking breathing time bombs.”
Late Wednesday night, Chapman issued an apology for his comments.
“The language I used and the sentiments I expressed at that time towards Palestinians and members of the Islamic faith were completely unacceptable,” he said in a statement.
“They do not reflect who I am today or the respect and admiration I hold for the Palestinian and Muslim communities.”
He added that he wants to “offer (his) sincerest apologies to everyone hurt by my past words.”
Yesterday John Rustad said that he “accepted” Brent Chapman’s apology for a series of hateful posts targeting Muslims. Rustad did not say he had consulted with Muslim community leaders.
Last night, he ruled out asking Chapman to resign before even speaking to him.
On August 28, 2024, Rustad was asked by CFAX about the controversial views of his candidates. He said “racism” and “hate” were his lines in the sand:

White Rock Council Rewind
-The White Rock Business Improvement Association received a mandate to continue operating for the next 5 years. Their close to 2 million dollar budget over that time period is designated to create an improved business landscape in White Rock.
- The White Rock warming centre is no closer to fruition. Advocates spoke to council on the need to house the homeless in our community by once again operating a daytime Warming Centre. The lack of a location and a final decision if it will be a full on warming Centre for three months daily, or whether it will only open on the Cold Weather Warning dates has still not been decided. the results of the city's online survey regarding the community feedback is listed below with the graph. Over 1600 individuals took the online survey.

Impairment believed to be contributing factor in weekend fatality in Surrey
The Surrey RCMP is updating the public that impairment by drugs is believed to be a contributing factor in a fatal collision that resulted in the death of a pedestrian on the weekend.
On October 5, 2024 at approximately 4:30 pm, Surrey RCMP responded to a report of a fatal motor vehicle collision near 144 Street and Hyland Drive. A Ford F350 was travelling northbound on 144 Street when it crossed into oncoming traffic. The vehicle then collided with a bus stop bench injuring two pedestrians and causing damage to the surrounding property.
One male pedestrian was declared deceased at the scene and a second male pedestrian was transported to hospital with minor injuries.
The driver, a 44-year-old man, was arrested on scene for the following offences:

“The driver was treated at the hospital for minor injuries and was released from police custody pending further investigation,” say Sergeant Tammy Lobb, Surrey RCMP Media Relations Officer. “The Criminal Collision Investigation Team (CCIT) took conduct of this investigation and impairment by drugs is believed to be a contributing factor in this fatal collision”, added Sgt. Lobb.
The investigation is ongoing.
Motor vehicle collision – 144 Street & Hyland Drive
Surrey RCMP is requesting the public’s assistance with a motor vehicle collision that occurred on October 5, 2024 near 144 Street and Hyland Drive in Surrey.
On October 5, 2024 at approximately 4:30 in the afternoon , Surrey RCMP responded to a report of a fatal motor vehicle collision near 144 Street and Hyland Drive. A Ford F350 was travelling northbound on 144 Street when it crossed into oncoming traffic. The vehicle then collided with a bus stop bench injuring two pedestrians and causing damage to the surrounding property.
One 33 year old male was declared deceased at the scene. A second male in his 30’s received minor injuries and was transported to a local hospital.
The suspect vehicle and driver remained on scene and were arrested by RCMP Traffic Officers.
Drugs and speed have not been ruled out as contributing factors in this collision. The incident is still under investigation.

'Long John' Henderson dies at 91, was Bruins' oldest living goalie
Ahead of his time, employed crouching style because of 6-foot-5 frame
John Henderson, who had been the Boston Bruins' oldest living goalie, died Friday in White Rock following an illness. At 91, he was the NHL’s second-oldest goalie, second only to Hall of Fame legend Glenn Hall, who turned 93 on Oct. 3.
Henderson, nicknamed “Long John” for his extraordinary height of 6-foot-5, was just nine years younger than the Bruins, who on Dec. 1 will celebrate the 100th anniversary of the first game in franchise history.
The native of Toronto, born March 25, 1933, played in 46 regular-season NHL games, all for Boston, appearing in 45 games in 1954-55, then one more in 1955-56. He played twice in the 1955 postseason, losing each games.
Henderson was credited with 15 regular-season wins, 14 losses and 16 ties, with a 2.58 goals-against average, .857 save percentage and five shutouts

A Little Shaker Overnight
A moderately shallow magnitude 3.9 earthquake was reported early morning near Ladner, Metro Vancouver Regional District, British Columbia, Canada.
According to the United States Geological Survey, the quake hit on Friday, October 4th, 2024, at 2:08 am local time at a moderately shallow depth of 40 miles. The exact magnitude, epicenter, and depth of the quake might be revised within the next few hours or minutes as seismologists review data and refine their calculations, or as other agencies issue their report.
A second report was later issued by the European-Mediterranean Seismological Centre (EMSC), which listed it as a magnitude 3.9 earthquake as well.
Towns or cities near the epicenter where the quake might have been felt as very weak shaking include Montague Harbour (pop. 200) located 10 miles from the epicenter, Ladner (pop. 200,000) 14 miles away, Richmond (pop. 182,000) 14 miles away, Vancouver (pop. 600,000) 18 miles away, West End (pop. 44,600) 20 miles away, Delta (pop. 101,700) 22 miles away, Burnaby (pop. 202,800) 25 miles away, Surrey (pop. 395,000) 25 miles away, and Nanaimo (pop. 84,900) 27 miles away. In Victoria (pop. 289,600, 42 miles away), the quake was probably not felt.

The White House Rises Form The Pink Palace Ashes
The landmark Pink Palace hotel located on HWY 99 @ the 8th avenue exit has now changed hands. Originally the asking price was $25 million plus, when the dust cleared the hotel and surrounding property sold for $18 million.
Though the new owners have not been publicly identified the realtor who brokered the deal believes the future will hold a hotel as the new owners are in the hotel and development business.
For the last few years the hotel had been used as a film location by numerous production companies out of Hollywood.

End of an Era
The TWILIGHT DRIVE IN located on the Langley/Aldergrove border turned out the lights for the final time Sunday evening. Due to rising land prices and changing habits of the public the last drive in in the Lower Mainland is gone.
At one time there was the Surrey Drive in on King George Highway near Newton, the Westminster Highway at the bottom of Peterson Hill near the Patullo bridge, and most recently until a decade or so ago we had the Hillcrest Drive in on Fraser Highway near 186th street.

Fourth Anniversary
White Rock and Semiahmoo Band councils came together yesterday in the glorious sunshine on the White Rock waterfront. The occasion was the fourth annual TRUTH AND RECONCILIATION ceremony.
Following the official ceremony in the parking lot in front of Grand Chief Bernard Charles plaza, hundreds in attendance joined in the ceremonial procession from the plaza to Semiahmoo Park where the day's activities continued.

It is with a heavy heart that I inform you that Surrey Talk Radio will be closing down on September 30, 2024.
I want to express my sincere gratitude to each of you for gracing my show as studio guests and sharing your insights with me and our listeners. Your participation made a lasting impact with me, and I am deeply thankful for the time and thought you brought to our discussions.
I launched Surrey Talk Radio on March 1, 2023, with the aim of providing a platform for the approximately 150,000 older adults (over 55) living in the Surrey community. This idea began to take shape during the KTRIS petition campaigns, where I collected more than 93,000 signatures. It became clear that many older adults in Surrey often felt frustrated and powerless in expressing their concerns about maintaining good governance in their city. I believed I could offer this group a voice, and an additional platform for airing their opinions.
The concept was simple: interview decision-makers in Surrey and invite listeners to call in, express their views, ask hard questions, and, at times, put political correctness aside. My hope was to foster a sense of community by engaging listeners through high-quality programming that was both informative and entertaining.
In total, I webcast 80 live shows on Wednesdays from 2:30 to 4:30 PM, with the option for listeners to tune in and participate via the Live Broadcast Button on the Surrey Talk Radio website.
Regrettably, I have concluded that the show did not resonate deeply enough with my intended audience to justify continuing - I just did not achieve the listnership I anticipated. As a result, I have made the decision to close the station. However, I have no regrets about starting Surrey Talk Radio – The Voice of Surrey. The experience has been enriching, and I am grateful for the opportunity to have done so.
Now, it is time for me to move on.

South Surrey Arena welcomes new digital display to elevate spectator experience
South Surrey Arena has enhanced its event atmosphere with the installation of state-of-the-art large digital displays. This project, valued at $470,000, is funded and provided by the City of Surrey in an effort to enhance and improve user and spectator experience as well as provide opportunities to elevate local partnership brands and build community.
“The City of Surrey is committed to investing in and improving our recreation facilities to support our community needs,” said Mayor Brenda Locke. “The new high-definition digital displays will not only provide a better viewing experience for users and spectators but will also allow for instant video, pregame presentations and interactive content such as shout-outs and greetings.”
The displays will also be a tool to build community among patrons by providing branding and sponsorship opportunities for South Surrey Arena’s user groups like the Semiahmoo Minor Hockey Association and the Surrey Eagles.

Suspect charged in 2 Vancouver stranger attacks makes brief video court appearance
Brendan Colin McBride, 34, appeared for less than a minute via video from the North Fraser Pre Trail Centre.
He was wearing a red prison sweatshirt and appeared clean-cut and coherent. McBride was asked to state his full name and birthdate to the judge. He looked into the camera and answered those questions as requested.
McBride, of White Rock, was on probation at the time, related to an assault conviction in that city, and his record includes a previous guilty plea for assault causing bodily harm.
Vancouver police say McBride is severely mentally ill and had more than 60 interactions with officers.
He will remain in custody pending his next court appearance, which is also expected to be via video link on Oct. 4

The accused in two brutal attacks in Downtown Vancouver earlier this month is expected in court Wednesday morning, facing murder and assault charges.
The 34-year-old White Rock Man is scheduled to make an appearance at Vancouver Provincial Court during its 9:30 a.m. session.
Brendan McBride has been charged with second degree murder and aggravated assault in relation to two attacks just minutes apart on the morning of Sept. 4 that left sidewalks bloody along Hamilton Street and near the Queen Elizabeth Theatre just off West Georgia Street.
One victim, a 56 year old man, had his hand severed. The other victim, a 70 year old man, was killed.
Vancouver Police Department officers made an arrest a short time later near Olympic Village.
According to police, McBride has a long history of mental health related incidents and interactions with officers.
At the time of the attacks, he was on probation after a conviction for an assault in White Rock in September 2023.
While there have long been concerns and calls for action to improve public safety downtown, these latest attacks have become a lightning rod for groups putting pressure on government for changes.
On Monday, a coalition of regional mayors and public safety leaders made a plea to the federal government for further bail reform, a crackdown on the drug supply coming through Metro Vancouver’s ports, and to help facilitate plans for expanded involuntary care for severe mental health and addiction cases.

Surrey's United Naturists (SUN) has learned that the 1001 Steps at the west end of 15A Ave. in Ocean Park will soon be closed for repairs. The issue is rotten footings under the wooden staircase that need to be replaced.
Surrey Parks has confirmed this information but does not yet have a price tag or timeline on when these stairs will close and for how long the repairs are expected to take.
You will still be able to access the nude friendly Crescent Rock Beach from the shoreline at White Rock and Crescent Beach plus the Christopherson Steps at the west end of 24 Ave. in South Surrey.

During the Regular Council Meeting on Monday, Surrey City Council approved a $724,500 contract for Calta Construction Inc. to remove and replace the iconic 1001 Steps stair system in Ocean Park. The 1001 Steps are an integral part of the South Surrey landscape, serving as a crucial recreational feature for residents and visitors alike. The pathway and steps offer amazing ocean views, with opportunities for viewing harbour seals and other wildlife.
“This renovation will not only enhance the safety and accessibility of the 1001 Steps but will also preserve this beloved community landmark for future generations to enjoy,” said Mayor Brenda Locke. “We are committed to investing in our parks and recreation infrastructure to improve the quality of life for residents in Surrey, with $1.7B in approved capital projects over five years.”
Originally built in the late 1980’s, the 1001 Steps structure has now reached the end of its lifecycle. The project will include the removal and disposition of the existing stair/landing structure and the construction of a new stair system including new foundations. The City anticipates the project to start late October of 2024 with completion scheduled for the end of March 2025.
The funding for this project is available in the 2024 Parks, Recreation & Culture Capital Budget.
Subsurface complications related to utilities have caused some delay to the schedule.
That said, surface work is expected to begin soon, and the first lift of paving is expected by the end of October. Once this is complete, the road will be reopened to two-way traffic. Final paving and crosswalk art installation is expected in Spring 2025.

Cyclists left behind: Surrey's extensive road extension criticized
Cyclists have some beef with the City of Surrey after it approved a road extension from 152nd street/Johnston Road to Pacific Highway. Plans for the busy route does not include designated bike lanes or sidewalks.
Still, the City is defending its decision to exclude them — despite growing anger from advocates.
In a special ceremony last evening at Semiahmoo House, White Rock City councillor ERNIE KLASSEN was honoured for his work in the community.
KLASSEN recently stepped down as the president of the White Rock Pride Society, a position he has held for a number of years. Most recently KLASSEN has worked tirelessly to improve accessibility in our community for those with mobility challenges, including championing the installation of the access mat recently installed on the White Rock pier.
More than 80 people came to celebrate Lauren Simpson, a UNITI Community Development Committee member, Marc Burchell the Co-Founder and Co-National Organizer of the Canadian Walk for Veterans, and Ernie Klassen, a White Rock City Councilor in receiving King Charles the lll’s Coronation Medal.
This award highlights the significant contribution that each of these three recipients have made to their community.
While UNITI hosted the event, it was MLA for Surrey-White Rock Trevor Halford who nominated each person.
UNITI works to build a healthy and inclusive community and was honored to host this occasion.

Surrey City Council transforms Development and Permitting Processes
The City of Surrey continues to evolve its land development and permitting process from a model of regulation to one of facilitation.

Innovate and Automate: Continue enhancing our digitization efforts, including further automating processes with new technologies such as the Automated Rule-Based Zoning Bylaw Compliance Tool, to remove administrative hurdles.
Develop a Model for Best Practices: Establish a framework that positions Surrey's development and permitting processes as a model of best practice for other municipalities to aspire to—incorporating sustainable practices, efficient timelines, cost-effectiveness and a facilitative approach.
“Surrey’s development and permitting processes should not just meet today’s standards, they should set the standard,” said Mayor Brenda Locke. “We are on the path toward building an even more dynamic and responsive city, while continuing to meet the needs of our residents and safeguarding the principles of good planning.”
Upon Council approval, staff will prepare a report and recommendations that will be presented to Council for consideration before the December break.

BRANDON TANEV a young hockey player who came up through the ranks of the BCHL with our own Surrey Eagles, stopped in to rally the troops as the season is starting.
TANEV is set to start his third season on left wing with the KRAKEN following stops in Winnipeg and Pittsburgh.
The Eagles dropped a close one on the weekend in their season opener in Chilliwack.

The City of Surrey is asking community members to learn about the City budget and give feedback on funding priorities as part of its 2025 budget process. Feedback will be collected from an online survey and in-person open houses and used to help inform a draft budget for review by the City’s Finance Committee prior to Council’s adoption.
“It’s important to us that community values are reflected in the 2025 budget,” said Mayor Brenda Locke. “Like last year, we are taking our budget consultation on the road with open houses in each of our town centres. I encourage all of our residents to take the online survey or drop by one of the six open houses to share your priorities and shape the 2025 budget. Your input is vital in helping us create a budget that truly reflects the needs and aspirations of our vibrant and growing city.”
In preparation for the 2025 budget, Council must carefully consider new directions emerging out of City strategies as well as community priorities for funding City services, amenities and infrastructure. They must also take into account a number of external factors such as inflation, increasing construction costs, and the effects of climate change. The aim will be to keep property taxes and fees at a manageable level while also maintaining current service levels and addressing new funding priorities.?
The open houses be an opportunity for community members to get a more in-depth look at the City’s budget process, with informational displays and staff on hand to answer questions and encourage feedback. The survey will provide an opportunity for community members to share which City services are most important to them and which funding options they prefer to create a balanced budget.?
Additionally, the City’s new Multilingual Communications Policy will be implemented this year with a full Punjabi survey option to better serve and reach community members in that key demographic area. Punjabi speaking staff will also be available at select open houses to provide language support as needed.

Surrey Council to Vote on Proposed Surrey Charter
This evening Surrey council will vote on developing a unique charter of operation similar to the charter that governs the city of Vancouver.
Currently Surrey and every other city in British Columbia is governed by the COMMUNITY CHARTER which was developed by Victoria for civic governments in the early 50's.
The vote on a unique charter is expected to be passed by Surrey council this evening.
The next step will be approval by the Provincial government.
During the Regular Council Meeting Surrey City Council will vote on the concept for a proposed Surrey Charter. If Council approves the concept, Mayor Brenda Locke will send a letter to the Premier and Minister of Municipal Affairs requesting that the Province enact the Surrey Charter which would provide the City with additional powers, responsibilities and exemptions.
"As we stand on the brink of becoming the largest city in British Columbia, it is imperative that we empower ourselves with a Surrey Charter,” said Mayor Brenda Locke. “This proposed Surrey Charter is not just about granting power; it’s about ensuring that our community has the tools it needs to thrive amidst rapid growth. With more autonomy and flexibility, we can be more responsive to the needs of our growing and unique community. With these new powers, we can build a more sustainable, equitable, and prosperous future for every Surrey resident.”
Surrey is projected to be the largest city in B.C. by 2030 and current legislative framework in the Community Charter and Local Government Act fails to address many of the challenges faced by larger municipalities.
The initial concept of the Surrey Charter proposes the following:
Exemptions from new provincial housing legislation
To give council discretion to hold public hearings and maintain single-family residential zones.
To exempt transit hubs from blanket density requirements, leaving this to Council’s discretion
To give Council discretion to require off-street parking as it consider appropriate
The power to enact an Empty Homes Tax
The authority to expand revenue sources
Ability to enhance Bylaw enforcement tools, such as increasing maximum fines
The power to provide greater support and grants to businesses
Greater protections against legal claims
Broader authority to regulate business and enact building regulations
If approved by Council Monday, staff would be directed to work with the Province to develop, draft and enact a Surrey Charter.
White Rock Man In Custody In Fatal and Violent Attack

A man has been formally charged in connection with two “stranger attacks” that left one man dead and another with serious injuries — including a severed hand — in downtown Vancouver Wednesday morning.
According to the Vancouver Police Department (VPD), Brendan Colin McBride was charged with one count of second-degree murder and one count of aggravated assault.
Court records show Mcbride was sentenced to 12 months probation in July 2022 for one count of assault causing bodily harm in relation to an incident in North Vancouver in early 2021.
His conditions included keeping the peace, being of good behaviour and not possessing any weapons.
In April of this year, he was sentenced to 18 months probation after he was convicted of assaulting a man in White Rock in September 2023.
Police say the homicide victim has been identified as 70-year-old Francis David Laporte.
The name of the man who survived the attack is not being released “for privacy reasons.”
Police say he remains in hospital after undergoing surgery.

A savage random attack yesterday morning in downtown Vancouver near the Queen Elizabeth theatre on Georgia street left one man dead and another man seriously injured with the loss of a hand. Vancouver police department have taken a man into custody who is being investigated as the possible attacker. The White Rock male has had a series of interactions with police in the Lower Mainland. He was currently on probation for another attack which occurred last year
The suspect is in custody has not been named but has been identified as a resident of White Rock.
The names of the two individuals who were attacked, on fatally have also not been released.

Surrey RCMP responds to report of inactive explosive device

Last evening (September 5) at 7:30 pm, Surrey RCMP received a report of a possible military-style explosive device located at a park in the area of 192 Street and 28 Avenue.
Officers responded quickly and closed both the eastbound and westbound lanes on 28 Avenue between 192 Street and 194 Street. Out of an abundance of caution, the park was evacuated and officers contained the area.
The Vancouver Police Department’s Explosive Disposal Unit attended and neutralized the device.
It was determined that the device was inactive and it did not pose a risk to public safety.
The park and roads were promptly reopened a few hours later

Surrey RCMP is requesting the public’s assistance in locating a 14-year-old missing male.
On August 31st 2024, Mohammad Al Suliman was reported missing to Surrey RCMP. He was last seen on at 7:15am on August 30, 2024 in the 14400 block of Colebrook Road in Surrey. Police and family are concerned for his well-being.
Mohammad Al Suliman is described as a 14-year-old middle eastern male, 5’5”, 120 lbs, with brown curly hair. He was last seen wearing a grey tracksuit and black glasses. He may possibly be carrying a red cross body bag.

The current OCP is over 10 years old. New Provincial legislation requires all cities to update their OCP every five years. The new OCP will establish the City’s long-term goals for the future. School will be starting again this coming Tuesday September 3rd, and that means streets in White Rock will be busier and school zones will be in effect. Roper Avenue in White Rock has two elementary schools 1.5 km apart (White Rock Elementary and Ecole Peace Arch Elementary)
White Rock RCMP officers and volunteers will be out in full force on Tuesday morning and the remainder of the week making sure drivers slow down and obey road signs. White Rock RCMP have the following safety tips to help keep families and school staff safe while getting to school.
Drivers:
Slow down. The posted speed limit in school zones is 30 km/h between 8 a.m. and 5 p.m. and 30 km/h from dusk to dawn all year round at playgrounds. It takes a vehicle 13 metres to come to a complete stop when driving at 30 km/h, but 27 metres – more than double that distance – when driving at 50 km/h.
Keep a look out for the unexpected. Watch for children walking on medians, roadways and curbs, and be cautious when approaching intersections. Until children are about eight years of age, it is difficult for them to assess whether a vehicle is moving or not.
Stopped for a reason. Think twice before darting in front of a stopped car, they may be yielding for a pedestrian.
Drop it and drive. Do not operate a mobile device when driving. It is illegal for drivers to hold, operate, communicate or watch the screen of a hand-held electronic communication device, including sending or receiving text messages or electronic e-mail on any type.

Sebastian Massabie broke six Canadian records and one world record at the 2024 Paralympic Swimming Trials. In addition, he beat the A standard in two events, the 50m freestyle and 50 butterfly, to qualify for his first Paralympic Games team.
He also set national marks in the 200 free, 100 free, 50 back, and 150 IM.

City of White Rock Mayor Megan Knight and council officially opened the Pier Accessibility Mat in a ribbon cutting ceremony Friday morning. The mat now stretches along one side of the iconic pier, creating an even layer on the wood planks.
The newly installed mat will make traversing the pier in a wheelchair, with a walker of pushing a stroller much easier and safer
Local Caregiver Charged
A woman who posed as a care aide and defrauded seniors has been sentenced on numerous charges.
On August 26, 2024, Ana Chamdal was sentenced to four years in jail, less credit for time served, two years probation, and ordered to pay restitution totaling approximately $60,000.
Background:
Between December 2021 and April 2022, multiple seniors in the Lower Mainland were defrauded of funds and had their valuables stolen by a woman posing as a care aid. The Surrey RCMP Economic Crime Unit (ECU) took conduct of this investigation and identified Ana Chamdal as the suspect.
Investigators determined Ana Chamdal attended the residences or care homes of elderly victims under the ruse of providing them health services and support. Upon gaining the trust of these seniors, she obtained their banking information and withdrew funds from their bank accounts and on some occasions, she stole property from them, including cell telephones, jewellery and wallets containing cash. On April 13, 2022, the ECU arrested Ana Chamdal and executed a search warrant on her residence. At that time, she was released on conditions pending further investigation.
On June 29, 2022, the ECU learned that Ana Chamdal failed to comply with her release conditions and she continued to commit fraud and theft related offences. The ECU assumed conduct of a fraud investigation from Richmond RCMP involving a 96-year-old senior. Seven charges were approved and a warrant was issued for her arrest.
On July 15, 2022, White Rock RCMP identified Ana Chamdal as a suspect in a fraud involving a 95-year-old victim in their jurisdiction. The Surrey ECU worked closely with White Rock RCMP on this investigation and later secured charges for this incident as well.
On July 27, 2022, Ana Chamdal was arrested and held for court. She was released on bail with court ordered conditions some of which included:
Not to engage in any employment that requires you to enter another person’s private residence;
Not to engage in any employment that requires you to work at a care aid facility or any facility or building that operates or cares for senior adults.
The total financial
loss was estimated to be in excess of $60,000.00. In all, 20 victims were identified in Surrey, Richmond and White Rock.

Prior to laying down the all weather matting work crews have been busy repairing and replacing cracked and broken boards.
The new matting will provide safer and easier access for those in wheelchairs or visitors using walkers and or strollers.
Work is expected to be completed by the upcoming long weekend.

Complete Overview on the George Massey Tunnel Expansion
A month or so back a young gentleman turned up at city hall to pose a couple of questions to council and Staff.
I was personally thrilled and taken back at the young man's straight forward questions on transportation in particular a bicycle route along thrift avenue. Aren was asking for an update the bike lane for cyclists to travel from Oxford street to Stayte road.
I was so taken back I collared Arden and asked him if we could have a coffee. In the coming months I hope to feature more of this young man here on the pages of THE SUN.

City Flags at Half-Mast
Flags at White Rock City Hall were at flown at half-mast yesterday August 26 for the first time honour the passing of beloved city employee, Stephanie Clarke who passed away on Sunday, August 25, 2024.
The City send condolences to her family and loved ones during this difficult time.
Work began on prepping the surface in the Saltaire Plaza this week. The artists will begin creating a beautiful public art piece next week following the Labour day long weekend.
Work will begin today on the latest public art installation in White Rock.
A beautiful mosaic by Marianne Nicolson of the Musgamakw Dzawada'enuxw (Kwakwaka’wakw) in collaboration with Roxanne Charles (Semiahmoo First Nation) will be installed at the Saltaire Amphitheatre (at the corner of Thrift Avenue & Johnston Road) in front of Hilltop Bakery and next to Bean Around the World.

TransLink increasing bus service this fall on 47 routes
Changes to take effect Sept. 2
TransLink is increasing service to 47 bus routes across the Lower Mainland next month but says it still won't be enough to address overcrowding.
Service increases include 21 "busy" routes in Surrey, North Delta and Langley and five bus routes servicing UBC, SFU and Capilano University as school returns in September, the transit agency said in a statement on Monday.
Locally a new bus bay will also be added at White Rock Centre to increase capacity at the bus loop, which serves 13 routes, according to the statement. Route 609 will be extended from sc??waθ?n m?stey?x?/Tsawwassen First Nation to Ladner Exchange to provide more equitable access to on-reserve communities and treaty lands.
TransLink says the additions will help maintain service but won't eliminate overcrowding.

It was a perfect afternoon in a parking lot in Ocean Park for the faithful to come together to meet and hear the candidates while enjoying a catered BBQ.
Sitting MLA for White Rock TREVOR HALFORD introduced the two newest candidates for the Surrey riding.
Current White rock city councillor ERNIE KLASSEN will be running in the SURREY SOUTH riding vacated by ELENORE STURKO who jumped ship to join the BC CONSERVATIVE PARTY. Also on hand was Dr. Claudine Storness-Bliss - BC United (votebcunited.ca) who has received the nomination for Surrey Cloverdale.
KLASSEN stated he felt the current political climate in British Columbia is very divided, with a far left and a far right and he believes the BC UNITED party will succeed by taking the middle ground.

Surrey City Council Takes Bold Steps to Increase Housing Supply
During the Regular Council Meeting on Monday, Surrey City Council took steps to address the city's housing crisis by approving three key motions aimed at increasing affordable housing and streamlining the development process. Under Council’s direction, staff are now exploring a variety of options to reduce red tape and increase housing supply.
"These motions are a significant step forward in addressing Surrey's housing crisis," said Surrey Mayor Brenda Locke. "Council's commitment to addressing the housing crisis is not just about providing more homes, it's about creating a community where everyone has access to affordable, sustainable, and inclusive living options. Surrey RCMP seeking public assistance.....
in locating a man wanted in connection to an attempt murder investigation
Surrey RCMP has identified the suspect involved in an attempt murder that occurred in Whalley on August 2, 2024.
33-year-old Kalid Yimer is described as 170 cm (5’6”) tall, with dark hair, brown eyes and a medium build.
Yimer is believed to be in the Lower Mainland of British Columbia or travelling to Alberta.\
“Given the severity of the incident on August 2, 2024, Kalid Yimer is believed to be violent and dangerous, and police are releasing an enhanced photo to locate him and warn the public,” says Cpl. Sarbjit K. Sangha, Media Relations Officer with Surrey RCMP. “If you have information on the whereabouts of Kalid Yimer, or if you see him, do not approach and call 9-1-1”.
Background: On August 2, 2024, at approximately 1:10 pm, Surrey RCMP received a report of a serious assault in 10200 block of City Parkway. Frontline officers attended the scene and located the victim, who suffered serious injuries and was transported to the hospital. Local photographer BILL HAWKE captured a final picture
Thousands gathered at Patricia Bay Park on Vancouver Island north of Victoria on Sunday to witness the final landing of the historic Hawaii Martin Mars, a legendary aircraft that fought wildfires in B.C. for more than 50 years.
The massive aircraft, with a capacity to carry more than 27,000 litres of water, departed from its longtime base at Sproat Lake in Port Alberni and landed in Saanich Inlet, before heading to its new home at the B.C. Aviation Museum.
Nine Canadian Forces Snowbirds jets also accompanied the water bomber in its last journey, passing over a number of communities en route to its final destination.
The Snowbirds bid farewell to the well known aircraft with a non-aerobatic display, drawing cheers from onlookers below.

Faulty Towers
Owners of condos in the two towers which were the final buildings completed by BOSA PROPERTIES in the Miramar Village in uptown White Rock are alleging defects in the sprinkler systems.
The court documents identify engineers, tradespeople, contractors and developers for the defective sprinkler systems.
The main defects listed are “missing, inadequate and/or improperly installed sprinkler heads” that “have caused and will continue to cause” damage to the buildings because of “unintended water escape” damaging inside the buildings.
In addition to those problems residents living in the southeast tower on Johnston road have even more problems. Recently a vandal in the middle of the night turned on the giant fire taps and water poured through the hallways for a long period of time at times measuring nearly a foot deep. All the residents on the fourth, third, second and first floor have been forced to vacate their recently purchased condos while repairs are being done. One resident claims they will be out of their newly purchased condo for up to four months.
A trial period is happening now on the White Rock Promenade, allowing dogs on-leash from 5:30 a.m. to 9 a.m. until September 30 on the waterfront walkway.
Dogs can be walked on-leash on the promenade from October 1 to March 31 at all hours. Dogs are not permitted on the White Rock Pier at any time.
Council voted to allow the dogs on the promenade early morning trail period at the July 29 Regular Council meeting.
It was another SOLD OUT event for the Peace Arch Hospital Foundation's annual fundraiser PICNIC ON THE PIER last evening. The weather as usual co-operated for the 8th annual event.
The White Rock and Surrey Fire Services pledged to match all monies raised last evening up to a sum of $500,000.00 There were smiles all around for the firemen and picnic reps when the final total was announced.

Meet The NDP Candidate For White Rock/South Surrey
The local steering committee for the NDP gathered to nominate their candidate for the upcoming October Provincial election.
When the votes were counted the clear winner was DARRYL WALKER. WALKER has been a long time resident in White Rock.
For a number of years WALKER headed up the BCGEU (BC General Employees Union) as well as leading the city of White rock as our mayor 2018-2022.
Premier DAVID EBY released the following statement regarding WALLKER:
“Darryl Walker has a long record of using elected office to deliver real results for people,” Premier David Eby said in the release. “The people of Surrey-White Rock can count on him to work just as hard for them, so they can build good lives in the community they call home.”

Dancing The Night Away
Surrey RCMP are currently investigating a disturbing video that has been circulating on social media. The video clearly shows men and women at some for of function in a giant tent, dancing to bhangra music while they are holding high powered automatic weapons over their heads.
We have all driven by the SAUNDERS home on Foster street just a half block up from Columbia avenue. The family has sold the old homestead and we can only imagine the monster house that will replace it.
A true classic and one of the remaining historic homes in White Rock, going but never forgotten.
The house had at least four major additions before we moved in, and it can be seen in the dips in the roof. It was built in 1920 by the timekeeper of the old Campbell River Lumber Company (which operated on what we know now as Semiahmoo Park.)
So this house was totally built with turn-of-the-century Semiahmoo peninsula lumber.

The night skies exploded last evening shortly after 10:00 p.m.
The giant fireworks show signaled the end of the White Rock Sea Festival.
On Friday evening, RCMSAR 5 responded to reports of someone in the water off Kwomais Point calling for help.
Thankfully, the person was alright and treated on shore by Surrey Fire Department.
Our crew managed to re-right the capsized vessel, utilized the dewatering pump, and towed the vessel back to Crescent Beach Marina
City of Surrey Warns of High Fire Risk
Surrey Fire Service responded to over 350 brush and grass fires in three months
The City of Surrey is increasing enforcement of fire regulations and reminding residents to take preventative measures during an elevated fire risk due to dry and hot weather conditions. Between May 1 and July 31 this year, Surrey Fire Service has responded to over 350 brush and grass fires, most of which were caused by human activity. Enforcement is being enhanced in City parks and Bylaw Services will be working closely with the Surrey RCMP and Surrey Fire Services to ensure a coordinated response.
To help safeguard against fires, Surrey Fire Service provides these reminders to residents:
Campfires and fireworks are prohibited within the city.
Dispose of smoking materials properly in an approved container, not out of a vehicle window or on the ground.
No burning, smoking or camping is permitted in City of Surrey parks.
Do not leave barbeques or any cooking appliance unattended.
Residents are reminded that contravention of By-laws can come with significant financial penalties, including up to $5,000 for the use of fireworks and up to $2,000 for campfires, plus the costs of prosecution.

Everyone Loves A Parade
Well that was one heck of a party parade. A record crowd lined the sidewalks of Marine Drive from one end of town to the other to enjoy the 73rd annual White Rock Sea Festival.
The last parade just prior to covid was in 2019 and our town was ready to party.
The party continues tonight with activities all day long (schedule below) with the day capped off with a giant fireworks display over Semiahmoo Bay tonight @ 10:15

Surrey RCMP investigating a stranger sexual assault in South Surrey
Surrey RCMP is advising the public of a stranger sexual assault in the South Surrey area and asking the public for information.
On July 31, 2024 at 8:10 am, Surrey RCMP responded to a report of a sexual assault at the community recreation center located in the 16800-block of 24 Avenue. The victim reported she had entered an accessible washroom when she was confronted by an unknown man. The man allegedly assaulted her and groped her before fleeing the stall after she alerted others.
The suspect is described as a Caucasian man, medium build, wearing a grey shirt, black shorts and a black hat.
The Surrey RCMP Serious Crime Unit has now taken conduct and is continuing with CCTV canvassing in the area. The victim is being supported by Surrey RCMP Victim Services.
The brazen nature of this incident is extremely concerning, says Cpl. Sarbjit K. Sangha, Media Relations Officer for the Surrey RCMP. If you were in the community center and may have seen or heard something suspicious, we urge you to call the Surrey RCMP.

Statement from Mayor Brenda Locke
This statement expresses my personal views regarding recent comments made by Cllr Linda Annis.
Cllr Annis has been criticizing the costs of the City’s court action and public campaign regarding the police transition. If it were up to Cllr Annis, the City would have folded its tent instead of advocating for the best possible outcome for Surrey and its taxpayers. Cllr Annis said on September 11, 2023, “it’s time to move on and develop the best police force that we can possibly develop, and time is of the essence… we need to get on with this and get the transition moving forward (City News).” Then, on January 3, 2024 Cllr Annis stated that the City’s public education campaign on the policing costs “is not a good use of taxpayer’s dollars (CTV News).”
Councillor Annis has also inaccurately stated that the transition is still costing $8 million per month. If Councillor Annis had paid attention to the 2024 budget passed by Council this past May, she would know that this is simply incorrect and the impact of having two police forces will no longer be the case as we work through the transition.
Councillor LIND ANNIS
Cllr Annis’s criticisms have no merit. The fact is, the majority on Surrey City Council worked hard to secure up to $250 million in provincial funding for the police transition. This would not have been possible without the expenditures incurred by the majority of Council to publicize and advocate for the City’s position, the total cost of which was under $2 million. In my world, I believe that investing $2 million to realize a return of $250 million is money well spent. Conversely, the eagerness demonstrated by Councillors Annis, Bose, Elford and Nagra along with former Mayor Doug McCallum and his team to endorse the transition with no financial support whatsoever would have left Surrey taxpayers to pay the full cost.
The last White Rock City council meeting of the summer took place yesterday (Monday, July 29 at 4 p.m.). in Council Chambers.

The U18 White Rock Tritons baseball team members attended in recognition of their BC Premier Baseball League’s Provincial Championship win. The Premier Championship win was the program’s first since 2003. - Cheque Presentation: Self Advocates of Semiahmoo Donation for Pier Accessibility Improvements
Council thanked members of the Self Advocates of Semiahmoo, who attended to present a cheque to the City of White Rock in the amount of $5,750. The money will be used towards an accessibility mat for the White Rock Pier.
- Council vetoed any further money being allocated for the city of White Rock's Business Improvement survey. To date the consulting firm reported back there was poor responses from the over 450 local businesses that indirectly pay the BIA levy directed on commercial property owners by the city of White Rock.
- Council approved a two month trial period to have security patrolling the waterfront from late afternoon to early morning. The $8,000.00 expenditure will support the efforts of the RCMP on our waterfront especially in the evening hours.
- The property currently occupied by TELUS on the southwest corner of North Bluff and Oxford street was given approval to move past the "first look" stage for a 6 storey wooden structure that would be a rental building.

Congratulations to the directors, manager, staff and dozens of vendors who have carried on the weekly tradition of the White Rock Farmers Market.
From its humble beginnings on George Street in the parking lot of the then uptown movie theatre, the market has grown with the community.
Not lost on us was the two decades former White Rock councillor (the late) HELEN FATHERS contributed to the current success of our market.

Surrey Council Enhancing Summer Bylaw Enforcement at Crescent Beach
The City of Surrey is committed to ensuring the safety and well-being of its residents and visitors in the Crescent Beach and Blackie Spit area. To achieve this, Surrey City Council has approved a comprehensive bylaw enforcement plan to address non-permissible activities and behaviors during the summer months related to parking, unpermitted alcohol, animal control and fire safety.
Increased patrols after dark by Bylaw Services staff using various methods, including bikes, foot patrols, ATV patrols, and vehicle patrols
Designated patrol zones covering key areas such as parking lots, beachfronts, Crescent Beach promenade, trails, and environmentally protected areas within Blackie Spit Park
Installation of informational signage throughout Crescent Beach to reinforce key regulations and encourage responsible behavior
Changes to parking signage in the area to improve road safety sight-lines, encourage visitors to park in designated lots, and provide safe pathways for pedestrians
The City's Bylaw Services staff will be working closely with the Surrey RCMP, BNSF Rail Police, and Surrey Fire Services to ensure a coordinated response to enforcement and emergency situations.

Surrey Explores Autonomy
At the Regular Council Meeting on Monday, Surrey Mayor Brenda Locke tabled a motion directing staff to prepare a report on how to proceed in the development of a Surrey Charter. This move aims to recognize the city's rapid growth and unique needs, and provide greater autonomy for the City to govern itself.
"Surrey is a vibrant and dynamic city, and it's time we have the legislative powers to match," said Surrey Mayor Brenda Locke. "A Surrey Charter would give us the freedom to innovate and make decisions that are in the best interest of our residents and businesses. We are excited about the possibilities this could bring, from affordable housing options to new economic development opportunities. Our goal is to position Surrey as a leader in the province's future, and this charter would be a significant step towards achieving that."
As Surrey is poised to surpass the City of Vancouver in population, it is essential that the city has the legislative powers to match its scale and ambitions. The proposed Surrey Charter would grant the city greater control over key areas such as housing and building regulations, allowing Council to make decisions that benefit the community and drive local economic growth.
Mayor Locke’s motion directs City staff to prepare a corporate report outlining the process for developing a Surrey Charter, including an assessment of the benefits and challenges, as well as potential models for implementation. This report will be presented to Council at a future meeting.
Currently Vancouver is the only city in British Columbia that has its own charter. Surrey currently falls under the Community Charter which governs all the other cities in British Columbia besides Vancouver.

U.S. drops planned regulations for dogs crossing border from rabies-free countries
You can now take puppy with you on day trips or extended visits to the U.S.
The U.S. Centers for Disease Control will not require proof of vaccination from dog owners crossing the border from Canada this summer.
The new rules in May were aimed at keeping rabies out of the country.
All dogs entering the U.S. needed to be microchipped, vaccinated against rabies, and accompanied by two forms including one signed by a veterinarian.
The changes, which were set to take effect beginning next month, had been panned by veterinary associations, the tourism industry and the federal government in Canada.
The CDC now says as long as the dog has been in a low-risk or rabies-free country for the last six months, it can cross the border with just an import form that can be completed online the day of travel.

Dogs On Promenade Early Morning Trial Period
White Rock has brought forth a trial period for dogs on leash on the promenade in the early morning hours during the summer months.
The trial period will be scheduled to start August 1st and will run until the end of September, per Council direction.
At the July 29th Council meeting staff will seek Council direction to waive enforcement of the current no-dogs-on-the-promenade restriction in the City’s Animal Control and Licensing Bylaw, for the 5:30am to 9:00am time-period during August and September 2024

Dogs are allowed on the Promenade from 5:30 a.m. to 9 a.m. from August 1 to October 1* ...
Dogs are allowed on the waterfront promenade from October 1 to March 31.
Dogs are not allowed on the White Rock Pier at anytime.
Dogs are permitted on the beach with a leash of less than two metres.

Anxious Moments At Crescent Beach Yesterday
A young child became separated from his Mom yesterday at Crescent Beach,. thankfully it ended well.
There are incredible rip tides running off of Crescent Beach near the swim tank/ doc and north of the mini pier. Use extra caution with children at the beach this summer.

Emergency Emergency
Health authorities across the province are offering large incentives for doctors to pick up extra shifts at the local emergency departments. Despite the offers a number of emergency wards are considering closures.
White Rock's Peace Arch hospital emergency department is one of the hardest hits. Authorities at the hospital have stated they are too short handed to handle the volume in the summer months. Fraser Health is offering between $3,060 and $4,125 for an eight-hour shift, plus travel and accommodation reimbursement for “all critical to fill shifts.”
Langley Memorial Hospital is struggling to keep its emergency department open overnight in the first week of August, while Mission Memorial Hospital is critically short-staffed during the days and evenings for the entire month of August; both are officering the same incentives as Peace Arch.
Mission Memorial could see overnight closures as soon as Sunday.
Pride Flag Raising
A large crowd turned out to White rock city hall yesterday afternoon for the annual Pride Flag raising event. MAYOR KNIGHT and councillor ERNIE KLASSEN hosted the event and raised the flag which will fly over city hall for the coming week.
The event kicked off PRIDE WEEK in White Rock. The flag raising event was followed by a PRIDE PARADE from Centennial Park through White Rock and concluding with a tour along Marine Drive.

East Beach Fire
Huge Clouds of black smoke billowed up over east Beach mid afternoon yesterday. White Rock Fire & Rescue along with the White Rock RCMP responded quickly.
A fire broke out in some out buildings behind the above house located in the 800 block of Lee Street. Cause of the fire is being investigated. The resident of the home suffered burns to his upper body as he tried to contain the fire until the fire department arrived. He was transported to Peace Arch hospital with non life threatening injuries.
The fire quickly jumped to two large trees on the property which made the fire appear more serious than it actually turned out to be.

After reviewing the results from the Talk White Rock survey, White Rock city council approved a trial period for dogs to be allowed on the promenade early mornings from 5:30 a.m. till 9:00 a.m. starting on August 1 until Oct. 1, 2024. Update 2: The exact info about the bear has been shared in the main group. I encourage everyone to read through for a refresher on bear awareness and etiquette.?
Update: The bear is in Blaine safe and sound. The tag is to track migration patterns, general check in’s and, marking those who have been moved.
First of all, no one is hurt and we have called the surrey conservation officer line and have reported the sighting. I have also called the 2 local golf courses and let them know as well. We have been asked to put our bins (garbage, recycling, organics)?in our garage or lock them up securely.
We are by 8th Ave and hwy 99. I just want to let people know so they can be aware if the are biking through the area. My mother and I saw it go towards the border but not 100% sure where it went.
It has a yellow tag in the left ear.

There has been no official word on the cause of the blaze that destroyed the two condo complexes at 5 Corners Sunday.
What we do know is there were no less than four fires set throughout the city of White Rock and close proximity Sunday morning.

12 noon residents of the Semiahmoo First Nations witnessed an individual attempting to start a building on fire behind the band's office. The Surrey RCMP responded to the 911 call and took the suspect into custody
The suspect taken into custody Sunday appeared in Surrey Provincial court Tuesday morning where he was charged with arson damaging property.
The accused is 18 year old JAMES DYER of Surrey was released on his own recognizance.
The White Rock & Surrey RCMP continue their very active investigation today.

Five Corners Fire
Smoke could be seen for miles as the fire ripped through the condo structures. This shot was taken by a reader from the Inn @ Semiahmoo in Blaine.
The fire broke out early this morning around 5 a.m. in a wooden three storey condo under construction on Royal Avenue in the 15200 block. The fire quickly jumped to the condo located at 5 Corners. The fire at one point threatened the Star of the Sea hall located next to the condo. Firefighters fought the fire from the roof of the Star of the Sea in order to prevent the fire from spreading. Surrey and White Rock fire crews fought the stubborn blaze for hours before eventually bringing it under control at 8 a.m.
There have been no reports of any injuries.
The cause of the fire is unknown as the investigation is in the very early stage.

If We Could Only Get AMTRAK To Stop In White Rock
Amtrak has revealed the design for its new Cascades trains that will debut in 2026
Amtrak Airo trains will have modern, spacious interiors and panoramic windows, and the trains themselves will be more fuel efficient, travel faster, and have new amenities.
“Amtrak Cascades is eager to welcome new trains to our scenic 18-city route linking Washington, Oregon, and British Columbia,” said Ron Pate, director of WSDOT’s Rail, Freight and Ports Division, in a press release
It's Official - THRIFTY'S Is Coming To White Rock
It is finally official, THRIFTY'S will be the grocery store that will occupy space in Miramar Village on Johnston road in uptown White Rock. We informed you months ago ending speculation that was running wild in the community.
The exact date of opening is not yet known but given the amount of work to set the space up one would think it will be in the Spring of 23.
It will be interesting to see what they will do about no loading zone for the store space @ MIRAMAR.
Surrey Skytrain-Langley One Step Closer
The Government of British Columbia has invited two pre-qualified bidding teams to participate in the request for proposals (RFP) stage to design, build and finance the elevated guideway, roadworks and utilities, as well as active transportation elements of the Surrey Langley SkyTrain.
The request for qualifications (RFQ) was posted through BC Bid and closed on Nov. 1, 2022. After a thorough evaluation of the RFQ submissions, the teams invited to participate in the RFP stage are:

As the COVID-19 pandemic has continued to evolve, the Government of Canada has taken a prudent and measured approach to adjusting border measures to protect the health and safety of Canadians. In response to the surge of COVID-19 in the People’s Republic of China and given the limited epidemiological and viral genomic sequence data available on these cases, the Government of Canada intends to put in place certain temporary health measures for air travellers entering Canada from China.
As of 12:01 a.m. EST on January 5, all air travellers who are two years of age and older, arriving on flights originating from the People’s Republic of China, Hong Kong or Macao, will need to provide evidence of a negative COVID-19 test result, taken no more than two days before their departure, to the airline prior to boarding. The test could be either a negative molecular (such as a PCR test), or a negative antigen test that has documentation to show that it has been monitored by a telehealth service or an accredited laboratory or testing provider. Passengers who tested positive more than 10 days before their departure flight, but no more than 90 days, can provide the airline with documentation of their prior positive, in place of a negative test result.

Taking The Plunge

A large crowd descended on to the sandy shores of Semiahmoo Bay for the 53rd Annual Polar Bear swim yesterday. Hundreds took the annual out with the old in with the new swim.
Meanwhile over at Crescent Beach, the clothing optional swim at Crescent Rock marked their 15th annual swim

The 15th annual Polar Bare Plunge skinny-dip went swimmingly today with a record 23 people braving the icy waters of CRB.
The Mad Hatters Swim Club was out in force with four people completing the triple swims at White Rock, Crescent Rock and English Bay in just 2.5 hours.
Jamie Lee Kwen lead the charge for his record 7th time, Don Pitcairn returned for his 2nd trifecta at age 60, while Helene and Drew likely completed the 3 swims, we are waiting for their photos.
Translink Schedule Changes In Effect Starting Today
TRANSLINK will put into effect a few minor bus schedule changes for White Rock effective today. With ridership increasing south of the Fraser over the years TRANSLINK is hoping these changes will help commuters using public transit.

Say hello to more service on the 375, shortening wait times by 10 minutes midday on Saturdays.

We will continue to closely monitor the court proceddings on charges laid in the devastating fire that destroyed residents and businesses at FIVE CORNERS district in uptown White Rock.
From the very early stages it was identified the fire was set by arsons.
Below is the time frame of not only the FIVE CORNERS fire but a series of other events and fires that subsequently occurred.
This May it will be 6 years since the fire ripped through the area.
There currently is no trial date set. But we are watching closely.

Today marks the third anniversary of the 5 Corners Fire. The blaze displaced over 100 residents of the Ocean Ridge condo development and a number of local business owners.
